ebay wouldn't let me file dispute with seller over fake item even though well under the 90 day limit

purchased autographed jersey - received a different one than was advertised but still a good one so I was okay with it- sent away for authentication- came back  as a fake signature - tried to open dispute in resolution center- ebay would not let me even though well under 90 day limit-could not get contact with ebay no matter what I tried - did contact seller - seller said return for full refund plus return shipping- did that - no refund of course-90 day limit expired now-still impossible to contact ebay about it. I can accept being ripped off by the dishonest seller- feeling that I was ripped off by ebays protection of this seller is what makes me angry. how can you send a complaint to ebay about ebay ?

you need to file for a refund through paypal..

Ebay has a 30-day MoneyBack Guarantee. Not 90-day. As the other reply indicated, you need to go to Paypal. 

 

Be sure to have your tracking number on hand to prove it was returned or you cannot expect a refund through paypal. Paypal absolutely requires confirmation of delivery to process refunds.

The Paypal Resolution Centre is at the top of your PP account page underTools.

You should copy the transaction number and the tracking number from your shipment.

I hope you used a service that has Confirmation of Delivery to the seller's country.

The first suggestion is to Contact the Seller.

You have already done that so escalate to a Claim.

 

Have the tracking number handy.

When the PP bots can see your Proof of Delivery, you will be refunded.

Then they go after the seller scammer for their money.

 

You have 180 days from payment to Dispute on Paypal, but you must return the disputed item on your own dime.

With eBay you have only 30 days from delivery, but the seller is required to pay return shipping.

 

You may also be covered by the credit card you use to back your Paypal account.
