can an auction be ended early if a buyer wishes to purchase when there is no "buy now' offer?

It is usually not in the seller's best interest to end an auction early for a buyer who doesn't want to bid but it can be done. I wouldn't advise it though.

Technically no, practically yes.
But as mentioned, if the question was raised by someone too impatient and lazy to bid on a seven day auction, what makes you think it would be a pleasant undemanding and profitable transaction?
Most bids arrive in the last few minutes of the listing. Even on Fixed Price listings. Politely invite the member to bid,mention that he may get it lower than his offer. (He won't)

also ebay has started fees for ending early,
check this page for more info on when you get charged those fees...
