Paypal's exchange rate is based on the official exchange rate with their 2.5% conversion fee added on. Because it is asked on the official exchange rate, the PayPal exchange rate can change several times a day as exchange rates fluctuate. Bans and credit card companies also charge a fee for exchanging currency that's similar to the rate PayPal charges.

Use the Bank of Canada cash rate..

Keep in mind that PayPal is not a bank and conversion rate will vary as well as some lag time involved.

To follow currencies (and estimate an exchange), I like these two:

Take the conversion showing by eBay from Bloomberg ,add 5%. All are approximates. If a dollar here or there matters than one would wonder if the item should be being considered.

Or did you mean at the check-out when you are asked to choose a rate, - either paypal or our bank?  Upon reflection, you don't say specifically. 🙂

I just choose the paypal rate.  Paypal won't be any worse than anyone else, and most banks will grab every cent they possibly can, - just give them a reason.
