got blackmailed (as a buyer). and it seems that ebay can't solve this problem

Hi:
i'm a numismatist. i bought some old Canadian banknotes from a seller. after i got them, i asked the the seller if he had more. he said he still had 27 left. i agreed to pay through paypal. but the seller insisted to add an 5% mark up if i did that. so i paid him through bank's online transfer. that was a month ago. a week ago (2 weeks after the payment), the seller said he could not send me those banknotes because he didn't have my address. i gave him my address. now it's been another week. i send him messages, but he doesn't reply any more.

 

i went to ebay's customer support but could not open a case. because the item has note been listed t on the website. you must need an item # to do so. 

 

my plan is to get help from the police. any better ideas? thanks

Paypal has a good Buyer Protection program of its own. Instead of going through eBay, since you did not do this purchase through eBay, go to your PP account and look up in the top right hand corner for the Resolution Centre.

You have the same 45 days to open a case. Move quickly.

BTW, it would be very unfair to leave a negative feedback for your eBay purchase based on your PP purchase. Or a negative Response to your earlier positive feedback. Or One Star DSRs. But life is not fair.

Hi Gary.. As i understand neither ebay or PayPal were involved in the transaction and therefore cannot help. Police will probably tell you its a civil matter.

 

What is the loss and is the seller in Canada. Perhaps small claims court.

 

Can report fraud here..

Small claims court may be your way to go, since you did the transaction

outside of both e-Bay and PayPal.

What you need to consider is are you going to need legal advise to

proceed or not. And if you do need the legal advise how much will it cost

you.  Will you recover that amount by going thru small claims court or not.

The 5% added to the use of PayPal and your decision to not use PayPal

makes it sound as there was a considerable amount of $$ involved.

But you need to consider all your options and costs to recover your

money or get your merchandise.
