i have been trying to contact her for months. i told paypal and ebay.

she does not answer me except what is the item number.  i tell her and she doesnt answer.

If it's been "months" then you're probably out of luck.

You had 45 days in which to open an "Item not received case" and would have gotten your refund.

Was this seller in China? They probably did not respond because they were "stringing you along" in hope you wouldn't act, which you didn't. This a common ploy/scam out of China that preys on North American buyers.

If it is not beyond 60 days you can still leave negative feedback for said seller.

It's possible if you paid by Credit Card that you might be able to do a "charge back". There is a phone number on the back of your card if so.

EBay has a strong Buyer Protection Policy, but disputes have to be opened within 45 days.

The Resolution Centre is up there in the top right hand corner, under Help and Contact, on the drop down menu.

You have only 60 days to leave feedback. The most effective feedback is calm and factual.

At that time,you will be asked to leave Detailed Seller Ratings. A normal boring transaction gets Five Stars. The lowest mark is ONE STAR. No stars is a Free Pass.

Go to the credit card you really paid with. Call the 1-800 number on the back and ask about a chargeback.

Credit cards have longer deadlines but they do have deadlines.
