won a ebay auction but when I went to pay post came up stating seller is not accepting payment right now
and to contact seller for payment what does this mean?? is seller a dead beat?

Is there a message on the actual ebay listing that says the Seller is away / unavailable and will process items on xxx date ? Some Sellers have stores or can run auctions but they are away on vacation and can post a note right on the ebay listing saying processing will be delayed ....

It is also possible that the seller does not accept non-US Paypal payments.
US sellers (and possibly others) pay a surcharge when they take PP from foreign customers.

Fraudulent sellers love getting money orders.
They cash them and disappear. The buyer has no recourse.
The advantage for the buyer with Paypal (and with credit cards) is that they have strong Buyer Protection policies.
But at best your seller is incompetent, if he didn't set up a way to get paid before trying to sell.
It probably won't come to this, but if he opens an Unpaid Item Dispute, your defense is that he does not have Paypal available and you cannot pay.
If he still manages to win the Dispute, you get a Strike. Your first Strike can be removed (a once in a lifetime offer, btw). And one Strike is not a problem.
A second Unpaid Item Strike will automatically Block you from bidding with most sellers.
