What do you mean when you say primary account? -- bank account? credit card? or something else?

An eBay purchase through Paypal for me always takes from my paypal balance first IF the balance is big enough.

When you use paypal to pay for something, it's supposed to draw from your Paypal account balance first. (Before searching for another funding source.) Are you saying that's not been happening for you? It may depend on the currency in your account. There used to be a setting about that, or so I recall. I don't know if it was there the last time I checked.
Unless you want to send a refund for an amount that exceeds your papypal balance. That, for some reason, is drawn from your bank account or credit card if that's the primary source, instead of deducting what's in your paypal account and then offsetting it with your bank funds.

Read everything carefully when you are checking out and paying for your purchase. There is a box where you can choose your preferred payment method. Here you can choose your PayPal balance (if there are sufficient funds) instead of what you have indicated as your primary method - bank or credit card.
