I sold 4 items and combined packaging as per instructions from the buyer. She/he did not pay, nor did they reply to my requests for payment. I hoped a case but don't know exactly what that means. I just want to relist and leave bad feedback, but the only option is for positive, which is impossible.
Why does ebay make it so hard to contact them.

You cannot leave negative feedback for a buyer.
If you leave a positive feedback with a negative comment
ebay will remove it.

If they have not paid within 4 days of you opening the dispute you can close the dispute and will receive a credit for your final value fees and be permitted to relist.
Buyers can not receive negative feedback but they will receive an unpaid item strike and most sellers block buyers with two or more strikes.
These strikes are invisible no one will know about them other than eBay and the member concerned.
You can set your buyer preferences to block such people here.

However, thousands of sellers have their/our Seller Preferences set to automatically Block deadbeats like this. Your Unpaid Item Strikes will make it much more difficult for the deadbeat to bid and buy on eBay.
We never see the bids so we don't have to worry about deadbeats.
