how do I sell my car to other countries?

I listed my car for sale but it says I only ship to Canada.  I can't find the option to change this so that the listing appears on ebay in other countries.  The help page says I just need to click to add other options under the Shipping section when editing my listing, but this option to Exclude certain countries doesn't activate any list that I can choose from.

Under International Shipping use Choose Custom Location. This is on a drop down menu.

Before you do this, make sure you understand how you are going to ship and have a firm idea of the costs of shipping. Although these costs are borne by the buyer, you will have an easier transaction if your buyer knows his full cost before bidding.
