how do i cancel an order

i was almost about to pay for an item and then changed my mind.How do i cancel my order so i can stop receiving emails that tell me don't forget to pay

You cannot cancel it.

You can send the seller a message and ask them if they will cancel it

but they are not obliged to.

Something new members need to know from the get go is that buying is an obligation to pay. Sellers can file disputes for non payment resulting in black marks on accounts. 2 or more effectively blocks buying on ebay for 12 months or account restriction by ebay.
