Without puncutions, your question is very hard to understand but I think I have figured it out after reading it a few times.
Your question is:
How it is there are non payment type people, repeat offenders I might add, allowed on this site?
If sellers are not filing unpaid item disputes against the non payers and if a seller hasn't set their buyer requirements to block bidders with 2 or more unpaid item strikes in the past 12 months, the non payers will continue to bid. Plus ebay doesn't know a person has not paid unless the seller files a dispute.
Ebay used to shut down the accounts of people who got too many strikes in a short period of time (they have never specified what they meant by short period). Now ebay will restrict a non payer's account for a few days rather than totally shutting down their account.
Non paying buyers deserve unpaid item strikes.
