I bought an item may 5. have not received yet. asked for tracking number from seller  not received yet. how long should I wait before filing an item not received action?

No later than Day 43 after purchase -- which is the contract not the payment.

Allow up to 20 days for receipt within North America.

Allow up to 15 days for reciept from Europe.

Allow up to 30 days for receipt from Asia.
