It used to be three strikes and you were out. I'm not sure what the time frame was for those 3 strikes but ebay used to either suspend or remove buyers with 3 strikes.
Later it changed to too many in a short period of time (ebay never specified how many was too many nor the time period but my guess is at least 3 in a 30 day period).
Now I have no idea how many strikes a buyer needs to get in order to get suspended. However, I do know that most sellers set their buyer requirements to block bidders with 2 or more strikes in the past 12 month. This prevents habitual non payers for bidding or buying items from that seller.

Non payers should get unpaid item strikes and be added to block bidders lists. Period.
