have a suspected minor buyer who bought without her mothers knowledge and used her brothers pay pal and now has claimed the item didn't arrive and wants her money back...Hmmmmm? I'm thinking her brother found out,, wants the money paid back to him and she has figured out a way to get it.

what is the legal age to buy on ebay and what are the issues around using someone elses paypal account?

A person under 18 can use an adult's account with the permission of the account holder. However, the account holder is responsible for everything done with that account.

Account holder is responsible and the only protection a seller has is delivery confirmation. Did this come to lite after shipped.

Unless you have delivery confirmation that shows that the buyer has received the item, the buyer will win an item not received dispute. If you have no delivery confirmation, it's better if you refund your buyer before it gets to an open dispute.
