Unless the seller is an authorized retailer for the product, which is unusual on eBay, there is no actual warranty.
You would have to claim on the warranty from the manufacturer not the seller.
But the seller seems to be trying to make things right.
Your poor grammar and spelling make it difficult to understand what is happening, but I think you are saying that you bought some sort of lighting kit that had two bulbs and one did not work.
The seller refunded you $22 for the one that did not work. It is not clear if the $50 you paid included shipping or not.
So half the items did not work and he refunded half your cost.
Seems fair.
Buy the replacement locally with your refund.
