i cancell a purchase order right away and the seller agreed...but my bank account still got charge.....as a result i had insufficient funds....and was charged $48 two times

These were bank service charges? Talk to the bank manager, she may be authorized to refund them.

How did you cancel the order?

Usually the buyer asks the seller for a Mutual Cancellation request, the seller refunds, then sends the request and the buyer agrees.

With this system both are released from the transaction, the seller gets his fees back, and both can leave Feedback.

Once you pay the only one who can refund you is the seller.

It sounds as if he did not do that.

Send a reminder to the seller that you have not received your refund. Don't mention the bank charges, those are your responsiblity*.

If the seller does not refund promptly, and it takes only seconds** to do it, go to the Resolution Centre at the bottom of this page and open an Item Not Recieved Dispute.

Since you paid, the seller should have sent, right?

If he does not refund promptly, Paypal will refund you and go after him for their money.

 

If too much time has passed, neither PP nor eBay will help you. They have deadlines and will not budge on them.

If your PP account were backed by a credit card, you would be able to appeal to them. But not with a bank account.

 

You have up to 60 days to leave feedback. The most effective feedback is calm and factual.

At the same time you will be asked to leave Detailed Seller Ratings. A normal transaction gets Five Stars. The lowest Rating is ONE Star.

 

 

*and a good reason for backing your PP account with a credit card and not a bank balance.

** in addition to your eBay name, he may want your email/PP address  and the PP transaction number and the date of the payment. This is just so he can find the transaction number. He actually has the information already, but this will speed things up.
