If you have a credit card that is lost, I hope you have notified the credit card company so they can inactivate that card number and send you a replacement. Then you can link the new card number with your PayPal account and you won't have a problem buying on eBay. If someone else has your card, you are responsible for any purchases made with it if you have not taken steps to protect yourself.
