You may be looking at listings from sellers who do not ship to Canada.

You may have bought from the seller before and annoyed him, putting you on his Blocked Bidder List.

You may not have an active Paypal account.

You may have Unpaid Item Strikes and be on thousands of Blocked Bidder Lists automatically as a result.

Feedback is meant to describe the entire transaction to other community members. You have 60 days. Take your time.

It would help to know the message you are receiving when blocked. 2+ unpaid item strikes will cause restriction for 12 months from occurrence.
