Hello Dan,
<<Can feedback be re-linked after expiration?>>
Do you mean is it possible to leave feedback after that 60 day has elapsed?
No.
If the seller left you any feedback you can always add a reply of thanks to it. But that's not much, is it. What I do in this
situation (if I have received a Surface Mail parcel that can take nearly 3 months) is send an enthusiastic note of thanks
to the seller telling her how wonderful the items are and how happy I am to have them.
Delivery times have nothing to do with the seller. Once she puts it in the mail, it is up to the postal system to be speedy
or slow and that is entirely beyond seller control. As such, whether the item arrives in minutes or is held up in Customs
and takes an eternity, the seller is entitled to neither credit nor blame.
Ebay should not be asking people if it arrived by the delivery date because sellers do not deliver mail. They plop it into
a box or hand it over a counter and then there is nothing more they can do, even if they wanted to.
Hmph.
But as for your feedback, sure, by all means, send a friendly note of thanks to your seller. It might cheer her up considerably.
As Gran used to say, -- you can never thank people too much.
Best wishes
