i got Samsung Galaxy Tab 4 8" inch Screen protector/Heavy Duty Shockproof Case because it not feet to my tablet. i thing i got wrong item.

If as you indicate the seller sent you the wrong item, he is.

 

But it's not that simple.

If the seller is in Canada and you are too, he can send you a return shipping label, whether it be Canada Post or a courier.

BUT

Although eBay doesn't seem to understand this, he can't send you a shipping label if he is in another country.

Yes there is a UPS in the USA (and many other countries) but they are independent parts under the same ownership.

SO

It comes down to trust.

You the buyer will have to buy from your own pocket the return shipping to the USA or China or Germany or wherever the seller is.

And the shipping will have to be trackable.

There are countries that no sane shipper will offer tracked shipping to. The USA isn't a problem.

 

And tracked shipping is expensive.

 

Once the seller gets his item back, he can easily return your original payment. And you can hope that he also sends you your return shipping using Paypal's Send Money service.

But what if he doesn't?

Well, eBay and PP can force the refund of the original payment. Btu they don't have any way of forcing the refund of the return.

You might be able to get the credit card that I hope you back your PP account with (PP is just a useful mediator). Phone the 1-800 number on the back and ask the clerk about their chargeback policy.

 

You can leave appropriate feedback for 60 days. You can leave Detailed Seller Ratings at the same time. An ordinary transaction gets Five Stars. The lowest Rating is ONE STAR. No stars is a free pass.

 

You can leave a Response to any feedback, yours or the seller's , indefinitely.

 

The most effective FB or Response is calm and factual.

 

If the seller sent the wrong thing (and not a misdescribed thing) ask for a refund not a replacement. It probably won't get better.

If the seller sent the wrong thing or a misdescribed thing, but you believe you can either use it or sell it on, you could try asking the seller for a partial refund. Be aware that many sellers regard these as a scam to get a discount on a perfectly decent item.

You say you 'think' you got the wrong item.  Well, .  . .  either you did or you didn't.  

What 'reallynicestamps' tells you is the awful truth, -- even if you got an obviously wrong item, it can be a bit of a challenge to get a reluctant seller to pay return postage.  

A seller in the same country as the buyer can send a return label, but one in a different country cannot.  And ebay has no way of forcing the reimbursement.  

 

More to the point would be costs.  From the description you provide of both the item and the seller, I see those things going for $1.77 Cdn with 'free' shipping.  Is that what you paid?

If you paid $1.77 for an item, even one that does not fit, -- how much more of your life time are you willing to lose to this?  In these types of situations, what most people do is roll up their eyes and learn from experience.  

 

But if you are curious to see what it would cost to send an item overseas with tracking (because if you do not use tracking the seller will say it never arrived and owe you nothing), have a look at Canada Post rates:

You will have to decide what you want to do about it, but if you have spent less than 2 bucks perhaps the wisest thing to do is just let it go, and in future buy locally when 'exact fit'  is an important quality in an item.
