Your problem is that you have not received your item.

It doesn't matter that you think you know where it is.

It is not in your hands.

The delay in Customs might be just on paper and the item might be on its way to you. Or Customs may have decided that the item cannot be imported. (for example, it is not labelled in English and/or French or it does not have a CSA/UL safety inspection label).

This is irrelevant. You do not have the item you have paid for.

If it is not delivered by Day 40 after you agreed to purchase, go to the Resolution Centre and open an Item Not Received dispute.

If the seller cannot prove delivery, you will be refunded. (Don't wait until May 15, file sooner.)

But.

The item might finally turn up.

Not a problem.

You can return the refund using Paypal's Send Money service. Be sure to add the PP transaction number for the original payment and refund so the seller can see what happened.

Ethically you can have either the money or the item, but not both.
