I'm having the same problem

It works if you list on eBay.com

but if listing on eBay.ca it does NOT work properly, it either uses up a regular monthly free listing or it wants to charge you a listing fee.

I was charged $6 in fees for a $3 listing. Can't figure out how to turn it off.
