Did you keep the matter between you and the seller? If so then how could it be ebay's fault?

How long has it been since you bought the item? Did you open an item not as described case?

Could the seller have sent a payment directly to your paypal? If they did then ebay would not know about it. Did you check your paypay balance and history for this?

This ^ is where members go to resolve problems.

Did you go there and open an Item Not As Described dispute?

Were you in time to open a Dispute? EBay has been making some of their deadlines longer, but if you opened the Dispute within 45 days of purchase you would be fine.

When you returned the item, did you use Tracking? This is expensive , but unless you can prove that the seller has received the item you have sent, eBay will not allow the Dispute.

If you did not open a dispute in time, or you did not provide Proof of Delivery (not of shipping, delivery) then eBay and Paypal will not help.

All is not lost.

You can leave appropriate feedback for the seller. The most effective feedback is calm and factual. 'Returned as misdescribed Did not refund as promised.' for example.

At the same time you will be asked to leave Detailed Seller Ratings. A normal transaction gets five stars. The lowest Rating is ONE STAR. If a seller's DSRs drop to 4.3, her ability to list and sell on eBay is severely restricted. Or even ended.

In addition, you can go to the credit card your really paid with. (PP is just a useful mediator.) Phone the 1-800 number and ask about a chargeback. Have all your paperwork (dates, payments, currency, transaction numbers , tracking numbers etc.) handy for the clerk to process your refund.

Cards have longer deadlines than eBay/PP, but they do have deadlines, so act now.

If you have already left feedback, you can leave a Response to either yours or her feedback. Like FB, the most effective Responses are calm and factual.

Politely.--- Captain Malcolm Reynolds
