new address not showing in order details

i have more than one available shipping address. in order to save on shipping, i changed my primary shipping address, but this change has not been reflected in the 'Order Details' for the items i've won. have i missed a crucial step? does the seller need to send me an entirely new invoice? it's a shipping difference of $20ish, so i'd like to get this resolved, but i'd like to figure this out asap so the seller doesn't have to wait.

hopefully somebody can explain the steps we need to take to get my new primary shipping address to show up in the order details. thanks!

My 'other' shipping address is in the U.S.  I've used it for years to save on shipping costs.  Now suddenly the seller/shipper seems to be only capable of creating a new invoice for 'International customers' if we are outside the U.S.  Am I correct here; maybe not, not real sure?  I've asked the seller twice and received a new invoice each time but with International charges even though they replied to me that the amount I owe is without any shipping charges.  So confused!  I am not sure who to be upset with; a seller that doesn't understand me OR eBay for changing something with International orders to U.S sellers from outside of the U.S.   I too do not want to keep burdening this seller if this is not their fault.
