Seems there's a seller that has falsely accused me of not paying for an item that I have never even looked at. It's not even in my history list of purchases or bids.
He has opened a non payment claim against me....how do I contact ebay to set this straight?
I wish to make a complaint against this seller.

I'm not sure how he could open an unpaid item case without a transaction taking place. Calling eBay has gotten more difficult, as most of the available choices lead to an endless loop. However, you should be able to find a number by clicking on "Help & Contact" at the bottom of any eBay page, and then following the prompts on "Buying>Paying for Items>Appeal an Unpaid Item Case".
If that does not lead to a phone number, get more creative. For example if you choose "Buying>Before Your Purchase> Retract a Bid", or "Account>Resolving Account Problems>Account restriction and suspension", at the bottom click on "Contact us" and choose #2 - "Call Us".
You will be given a toll-free number and a passcode. These calls can take a long time - make sure you have all the information at hand, an empty bladder, a drink and snack, and I hope you don't use up all your cell phone plan free minutes.

How do you know? Did eBay contact you by email? Do you have the opportunity to reply to eBay's message?

If the message was sent only by email and there is no record of it on your ebay account it is likely a spam email and not legitimate. If there is actually a claim, you should be able to see that if you go to the resolution center.

I'm betting this is a spam/phishing email, too. I've received a couple of these in the past. The giveaway was that the email went to an email account that I don't even use for eBay.
