in auction #6188299064 , the seller is charging a 2.5% surcharge for paypal payments from non-US residents. I emailed her asking about it, and she states:

What surcharge?? I don't even charge a handling fee - only actual postage. The 2.5% (as I recall) is a pass through of Paypal charges for Non-US currency conversion and is perfectly legal. My other option would be to not accept Paypal from Non-US buyers paying in foreign currency. Obviously, I cannot afford to absorb the charge on a part this inexpensive and it's not fair to build it into every transaction.


Anyone know anything about this?

Paypal in the US & Canada is certainly happy that sellers are not allowed to charge buyers for using it like they can in the UK. I'm sure PP would see its usage tank if buyers had to foot the bill up front - they don't realize that they often pay more using sellers who accept PP and then just build in that fee and more in inflated postage or handling charges. My postage is already high, so I don't dare add "handling" on top or I would lose sales. I looked at an auction today - Canadian seller with over 380FB who uses a template for his/her auctions that states any on sale under $15 will only acept PP if $0.75 is added to the total. Every auction and store item of this seller has the same terms. Against policy - yes - getting away with it - obviously! I'm sure he isn't the only one.

I think I read somewhere that UK sellers can no longer require a surcharge for paypal either.

Every auction and store item of this seller has the same terms. Against policy - yes - getting away with it - obviously!
