Hi!
Seller shipped to the wrong address, but we confirmed correct address, so they made an error. This error cost me over $109.00 in duty. Now the seller is ignoring my emails and I don't feel it's fair that I get stuck with this extra cost, when we went out of our way to confirm the correct Paypal confirmed shipping address in advance. Also, they were meant to be gift so they did not make it to the recipient on time. How do I file a complaint and is there anything that can be done. Am really frustrated and disappointed, as I have purchased from this seller before.

Hi ~ the Seller has to ship the item to the address on the PayPal payment receipt in order to have Seller Protection. Did the Seller ship the item to the address on the PayPal receipt? If yes then I do not think there is anything that can be done. You can have more than one "ship to address" registered on PayPal I believe, but you have to make sure when you send a payment that you have chosen the correct shipping address on file - you can't just tell the Seller, it has to be on the Seller's PayPal receipt.

Thanks for the reply. The intended address was on the payment receipt yes. They shipped to my billing address which was not listed. In addition, I confirmed with them by email because I wanted to confirm it would ship on-time, as it was a gift.

Nobody here has seen the receipt and so can't really know what gives. You have used the word "confirm" 5 times but as the other poster explained, the only true Confirmed PayPal Address is the one that shows up in the seller's account to "Ship to ~" when you pay. No other kind matters. Otherwise some users would buy expensive items and "confirm" by email to send the item to Nigeria.
When you buy an item the seller is not given a list of addresses to choose from. There is only one correct address for a seller to use and that's the one that shows up under "Ship to ~". If you have others on your PP account, you need to set them in place before you buy. You should check both your eBay account and your PayPal account to make sure the address you have is correct. There is no need to "go out of your way" to confirm anything if the correct address is where it is supposed to be.
You can call eBay if you want using the Help & Contact link (top & bottom of page) but I think you'd be wasting your time.

Hi,
I have a Canadian address and an American address - they were to ship to the US address and they charged me US shipping accordingly. The item arrived in Canada, which would have cost more to ship. In addition, the receipt that I was sent by them, that was generated automatically, had the US address.

Hi ~ the only thing I can think of then , because I personally have never seen a PayPal receipt where there are 2 different addresses on it ( I'm not saying it doesn't exist, just that I have never seen one in my limited Selling experience) is if you still have the original Customs form that you had to pay on when you received the package in Canada ... if you follow the guidelines on it to try and collect back the Customs/Duty $$$ you had to pay ~ if you can prove to Canada Customs that the package was mistakenly delivered to your Canadian address you might be able to get the money back ? Otherwise I am not sure how you would file a complaint through ebay or paypal because you did get the item so it's not an item not received case or an item not as described case ...
Sorry just as an afterthought .... how did the Seller actually get your Canadian address ... does it actually appear somewhere on the paypal receipt?

I think you might be best trying to open a case through PayPal ~ "the Seller has to ship the item to the buyer's shipping address on the transaction details page" per PayPal Seller Protection~ you could dispute that the Seller did this if your transaction record show a shipping address of USA (unless the Seller's transaction record show differently for some reason but the Seller would have to argue this with PayPal or whatever) and perhaps get a refund of customs costs that way ...

The item was shipped to and received in Canada.
Should we understand that the $109 was Canadian duty, Canadian sales taxes and a 'customs brokerage' fee for the shipper?
Was part of it higher shipping to Canada than to the USA address?
If that is the situation, I think you can get back the duty and sales tax by calling the CBSA number on the back of the customs invoice.
The item would have to be shipped to the correct address and marked 'Returned Merchandise".
I'm not too sure about this, and it might help to talk to the CBSA face to face, or at least by telephone.
The main problem being that the 'merchandise' would be shipping to a different address than it was originally sent from.
You won't get back the shipper's fee, though. He did the job he was instructed to do by the seller.

Is the US address a parcel drop or was the shipment a one time 'gift' address?
Because if you have goods delivered to a US address, they are still dutiable when you bring them back to Canada if the value is over $200CDN (~$)

The seller only sees the payment address so if you specified payment to your US address, how did they get your Canadian address?
