So the seller just sent me this picture of my shipping adress to kentucky that included my name and phone number when on my accound page my adress is set to kemptville ontario canada. What's going on?

The seller is using the Global Shipping Program, which ships to a hub in Kentucky and then from there it is redirected to you. It takes longer and costs more but it should eventually get to you.
PS. It is a shipping method I avoid like the plague.

You purchased an item where the American seller uses the Global Shipping Program (GSP) where American sellers ship domestically to the eBay distribution centre in Kentucky. The goods are then reforwarded to Canada (and other foreign countries).
Nothing unusual.

Probably another seller that doesn't realize they are enrolled in the GSP. It's fairly common.
