Buying from the USA?

You seem to have run into the Global Shipping Program.

The shipping you saw was the domestic shipping from the seller's location to Kentucky where the Pitney Bowes facility is. PB will calculate  Canadian duty (if any) and sales tax, add a small fee of their own for shipping, tracking, insurance and handline (basically wages and profits).

That's the other $24. Look at the listing again, below the shipping price you should see an approximation of these costs.

 

This is a new program but the fees are legitimate. Unlike Canada Post and CBSA, which often don't bother with duty and taxes on imports, all couriers, which are private companies, must charge duty and tax on items valued over $20. They don't have a choice and neither do you if you buy from a seller who is enrolled in the Program.
