Could you give a hint on why you want to communicate with eBay's CEO ?
I do not see any listing. Anything to do with the rather "colourful" follow-up you give buyers when they leave neutral or negative feedback for you?

I have personally met, and chatted with, Meg Witman and John Donahoe. To my face they were personable, charming, polite, and showed an interest in me and what I had to say. They were far more accommodating than they needed to be.

Unfortunately no one can gain from any of it. The solution can only come from the top.
I will update this post if time permits and i receive a favorable response.
In the mean time i will have only minimal listings(only because i'm paying for a store for a year, "that's a mistake").
I already diverted these resources towards other ventures.

No reply yet, the tracking # shows it hasn't been signed for hence not delivered. It will be one month July 1st.

One gets the impression that OP has hit a brick wall.
OP's listings have changed dramatically from what I remember from many months ago.

Surplus, lady in my MIL's apartment building wanted to put in an AC unit. Mgmt said they needed to do it and it will cost $20. Their building, their opening, their wiring, their tenants below, etc. That is reasonable to me.
Lady gets all huffy and starts a petition against the landlord. BOOM-BABY, evited.
I pick my battles. I choose the ones I will win. Registered letter to Mr Donahoe? Good luck with that ever being signed for.
You want him to get it, hire a process server or whatever they are called down there.

If it doesn't get signed for within the time frame established by Canada Post, I will get a refund for the postage, print a second letter and mail again. I will keep on mailing until he receives it. In the mean time, I wont divulge any content of the letter so it will keep its integrity.
Keep on guessing, it makes for good reading.

Is this an open invitation to guess the content of your letter?
Based on your previous posts indicating you would stop listing on eBay (several months ago), and more recently once your current contract is over (are you suggesting you signed for one year store subscription?), I see no point in you writing to the CEO of eBay to complain about their policies or anything else for that matter.
Now, looking more carefully at your old listing and new listing, it is quite apparent that you changed your terms of payment. Your older listing offers payment terms contravening the current policy on eBay.ca (for example: Certapay was acceptable many years ago; today Interac is not except for a few categories - coins is not one of them). I am not sure why you would spend the time and effort to make the changes if you still intend to stop selling on eBay.
Either eBay works for you or it does not. You have often clearly indicated in does not. So, why bother?

With respect to the store....
(1) lots of very good looking inventory..... It is like OP is at The Mint's door catching each new item available.
(2) The listings look good.... items for sale appear to be well described.
(3) And above all ... Sales, sales, sales and more sales.....
The brick wall may still be there...
However, It looks like it could be pushed aside very easily.... and the listings... and ultimately sales show that there is a good future here on eBay....
