The carrier is allowed to charge a service fee (customs brokerage fee) for wrangling the shipment across the border. This is in addition to the shipping fee.
Most carriers will collect this on delivery.
If your seller used the Global Shipping Program (which you don't mention) those fees would be charged and you would have paid them before the seller shipped.
CBSA and Canada Post have a very informal policy of ignoring small inexpensive imports, on the sensible basis that it would cost more to assess them than could be collected. Your tool set might escape assessment, but it would be heavy, so don't count on it.
