what are these, I know they are something; but what?

Hi, I dont get to ask this often but what are these things.  I thought they were for curtains at first but they seem too light and upside down.  Then I was thinking upholstery embellishments but I couldn't find anything like them that way either.  I have had luck with questions about policy etc before so figured I would give it a shot.

Thank you in advance for any information.

I agree with the others -- these are (probably antique) drapery hooks for pinch-pleated drapes.  When the hook end is slotted into the pleat at the top (wrong side) of the drape, the flower remains visible.  They definitely aren't tiebacks.

Few people bother with pinch-pleated draperies anymore because they're so fussy to make and you need a special track to hang them.  But these may have some value as collector items.

Curtain is close....  drapes maybe

Stick it through the curtain... leave the flower exposed  and hang it on something like a drapery track  with "small rollers"...

The flower becomes a decorative element

They are drapery or curtain tiebacks - likely Victorian.

Google drapery tiebacks and look at "images" - you will see similar.

A drapery hook - there would be small holes at regular intervals at the top of the drapes. Put the hook through, keeping the decorative part to the front of the drape - the hook goes over the rod. I had an apartment once with pleated drapes held up with decorative hooks very similar to those.

(I don't think they're tiebacks - no way to attach it to the wall.)
