Hi.. contact seller and try to resolve ie return for refund , hopefully at seller's expense. Returns must be with delivery confirmation to meet PayPal's requirements should a claim become necessary.

Would open an item not as described and escalate to a claim. At this point communication with seller is no longer useful. Follow PP's instructions.
Always open claims no later than day 43 from payment date regardless of what is going on with seller
