I have a bidder on an item I am selling that is from an area I can not send too ( Sri Lanka).
I stated I ship to Canada only on the ad to sell but the bid is still up there even after I replied to his email and told him I do not ship outside Canada.
If I remove his bid doe that effect my rating ?
What is the protocol for dealing with this as I can't seem to find any directions with dealing with this ?

Go to site map at the bottom of each ebay page. Click on Sell, to the right find "cancel bid on my listing" Follow the prompts exactly, and you're done.

cancel the bid and send the buyer a message.
should work just fine.
has worked for me in the past ~ for some reason, ebay is allowing buyers to place bids even though I advertise that I don't list to certain countries.
I have 'blocked' those bidders, but ebay lets them bid anyway!

Some overseas customers use a North American freight forwarding company when they order through eBay.
In those cases, the seller ships to the NA address, and responsibility for delivery ends on the company's doorstep.
This is generally a very reliable way to ship.
However, you can cancel any bid you like for any reason you like before the auction ends.

If it were me, I would contact the buyer to confirm he or she had an alternative shipping address in a country that I do ship to. Many buyers have just that: secondary residences or use freight-forwarding companies.
If the buyer was non-responsive or indicated that he/she expected you to ship to someplace that you don't, cancel the bid and thank them for their interest.
Or let the bid stand and send it to them with tracking should they win it, and hope for the best.

Wait... was this about the drone that just ended? You had shipping set to calculate for Canada but you didn't EXCLUDE any other locations which means it is available to the world. You need to fix that for future. Exclude locations or it's open to bidders from anywhere in the world.
And I hope that listing naturally timed out and ended on its own and you didn't end early in an attempt to Cancel Bid because that doesn't cancel bids, it sells it to th highest bidder.
If you want to sell Worldwide, I encourage you to do your research about high-risk locations and study the list of banned and restricted items. https://www.canadapost.ca/tools/pg/manual/pgIntDest-e.asp?letter=R%C2%A0 It's the seller's job to know what is allowed to ship where, not the buyer's.

ebay is allowing buyers to place bids even though I advertise that I don't list to certain countries.
Putting your preference into the listing won't stop bidders from seeing and placing bids.
You have to specifically exclude them like this.

Specifying where you'll ship
You can exclude certain regions or countries from the places you're willing to ship to.
Click My eBay at the top of most eBay pages. You may need to sign in.
Click the Account tab.
Click the Site Preferences link on the left side of the page.
Click the Show link to see the Shipping Preferences section.
Click the Edit link next to the Exclude shipping locations from your listings option.
On the next page, select regions and countries where you don't want to ship your items. If you only want to select certain countries in a continent, click the Show all countries link next to that continent's name.
If you want to apply these exclusions to your current listings, select the Apply to all current live listings option.
Once you're finished, click the Apply button.
