Hi alibhuoy.. Seller has been on ebay long enough to know that requesting additional contravenes policy and may be testing your buying inexperience.

Need to know that ebay cannot force a seller to complete a sale.

What you can do is reply and include this link referring him/her to terms and conditions..

http://pages.ebay.com/help/policies/selling-practices.html

Ask politely that your item be shipped.

If seller refuses and refunds payment , leave appropriate feedback with low rating stars.  Seller can file a cancel transaction but you do not have to accept when asked by ebay.

Point is you do not have to pay more but the decision is yours.

Just one little point. Was the shipping you thought would be charged specifically for Canadian addresses?

If the listing showed Free Shipping to the USA, which is not uncommon, that does not mean Free Shipping to Canada (or Switzerland or Brazil or Nigerial).

If the seller did not give you a firm shipping quote before you bid, he is entitled to charge a reasonable amount for shipping, or to Report you as an unwanted bidder.

So contact the seller with the link you have been given. Stay polite, of course, and work with the seller.

Hello 'alibhuoy',

Your seller most likely made a mistake.  State-to-state Priority mail is comparatively inexpensive, but the price leaps up significantly coming over the border.

Whether or not you should pay is entirely up to you.  Is the item worth the extra?  You don't say what the original shipping fee was, but where I am I see $12.95.  If the seller wants to ship it Priority, the extra $13 woud be about right.

What is not right, however, is the seller trying to get more money after the sale.  Basically a seller has to ship to you at the stated cost, or refund your money.  What you describe is becoming surprisingly common.  Did your seller wish to refund and reinvoice for the higher amount?  Or did he ask you to send money to his paypal account?

If you are unhappy about the extra cost, you can always ask the seller if he will send it First Class International instead of Priority.  It will cost a lot less, but that $12.95 will certainly cover it.  If the seller says no, well, decide from there what you want to do.
