You are certainly not the first person around here to receive a defective item. Nor are you the
first to have the seller's name edited out of your post. We are not allowed to post other users' IDs.
The official procedure is for you to file a claim for Item Not Received, mail the thing back at your
own expense using a Delivery Confirmed service (use cheapo post and the seller says it never
arrived), and get a refund that way. See for yourself:

You don't say where it comes from or what it is, but overseas parcels with Delivery Confirmation
could cost you $70 or more. Have a look at Canada Post's rates:

It might make more sense to take the 30% refund. There is no shortage of sellers who will mail out
absolute rubbish and then shrug and tell you to send it back if you don't like it. So sometimes
a little bit is better than nothing.
Alas, because other members here now have so little information to go on, it is difficult to offer
suggestions of what to do. But those are your options, -- return it at your own expense or take
the discount. You'll have to decide.
