when bidding if you enter amount in "Max Bid" is that your highest bid that you are willing to pay?

If I enter a bid on an item, and it comes back that I am not the highest bidder, can I place a Max Bid?  If so, if the item ends at a lower bid price, do I get the item for that lower bid?

A bid is Max if it is the highest you are prepared to pay, win or lose.

Can place a max and if other bidders do not push to your max would win at whatever lower amount.
