Are you making a return? You need to use a Delivery Confirmed service. You do not actually need the seller's permission, just their address.
Delivery Confirmed costs more. If you don't use it, you will not get a refund.
If the seller does not refund within 45 days of purchase (not return of purchase), go to the Resolution Centre up there in the top right under Customer Support and open a Not As Described dispute.
