who is responsible for giving the customer a tracking number?

I bought an item, conformation of payment was received but I wasn't given a tracking number for my purchase, should I be worried?

No.  Either you have your item or you don't and a tracking number won't change that.

Your item recently purchased from Japan shows "Economy Shipping from outside Canada"

 

There is no indication that a "tracking number" would ever be given.

 

"Tracking" protects the seller, not the buyer.  You are protected by eBay and PayPal buyer protection policies.

 

The listing also indicates shipping within 5 business days of payment with one month expected delivery.

Which usually means a Chinese seller shipping by Surface.

Mark Day 30 after purchase on your calendar.

When the item has not arrived, contact the seller and ask for a Delivery Confirmation number. There won't be one, but the seller may offer a refund. If so, take it. You can refund the refund throughPP if the item ever arrives.

On Day 40 if the item has not arrived and you have not been refunded, open an Item Not Received dispute and close it as soon as possible. PP will refund you and go after the seller for their money.

femme - as stated earlier, the listing indicates the item comes from Japan.
