why 35$ and 10pounds item from USA to Canada cost 15$ shipping & 0$ import charge and 1 postcard autographe Maurice Ricard cost me 35$ ship15$ import charge 6$.... why import charge??? 6$ its like 20% of the value .

Different shipping methods. It appears as though the postcard seller is shipping (probably unknowingly) through the Global Shipping Program. Have a look at some of the posts about it on this board. (Pour yourself some coffee first, though. You might be here for a while.)

Your first item cost $35 plus $15 shipping and had no import charges.
Your second (the card) cost $35 plus $15 shipping and a $6 import charge.
Did both come from the USA?
Was the $35 in US dollars? That's ~$43.75 Cdn.
Canada charges duty on imports* valued over $20 Cdn. (~$15 USD). Also sales tax**. The shipper is allowed to charge a service fee for handling this.
BUT
Canada Border Services Agency and Canada Post have very intelligently decided not to try to collect duty on imports where the amount they are likely to collect is less than the cost of collecting. Public servants can be very intelligent.
Most items shipped by USPS and Canada Post do not get assessed for duty and tax if they are small and/or valued under $100. Usually.
BUT
Couriers like UPS FedEx and the Global Shipping Program must, by law, assess and collect duty and tax. And they charge a fee for doing this.
*from countries that are not in NAFTA.
** usually it's sales tax

first item from the usa 35$usd 8$ shipping express with tracking number take 5day to get here
second item from the usa :35.99$usd asking me 14.32$usd shipping and 5.81$usd import charge=26.50$cnd for post card almost 25% with no tracking number and next Monday it will be 15day waiting for .look like the seller send the card to ebay and ebay send it back to me ?????
I buy ken Dryden psa card in Sweden Nov8 I pay 8$usd shpping and I receive the card today Nov12
So at the end when I will receive the card the seller will receive is first negative feedback after almost 9000 positive feedback because ebay want more money ....

Why would you knowingly give the seller with an outstanding reputation a negative feedback when the problem is not of his own doing? Is this fair?
Why do you blame the seller? You made the purchase knowing what Pitney Bowes (the consolidator) would charge for shipping, taxes and handling fee. Once again, why do you want to punish seller?

Hi I know what I have to to pay for the shipping I ask the seller 3 to 4 time can we work something else for the shipping most of the seller ask me 8$ express shipping and receive de post card with in 7 day please can we do something seller say no the first time and did not answer the other time ...when I look the billing detail I see seller pay 4$ to send the card to GPS and they do all the job its like shipping method for leazy people or seller and make the buyer pay over and over charge 20% the price of the item for import charge ....and for Canada must have no import charge for less then 100$ so this money go directly ...oups nobody know that ;0) and after 9day I receive tracking number lol wow I pay8$ of shipping for almost the same sport card from Sweden I receive the sport card with in 5 day ... I pay 26$cnd to get the worst shipping service on ebay I ever have in 11 years

That would be the USPS domestic rate to Kentucky and the GPS plant. Sounds high, but might be an 'express' rate.

No, not lazy. Nervous or paranoid. Fearful of foreign buyers. But the GPS makes it as easy to sell internationally as domestically.

The buyer pays an import fee which is made up of Canadian duty, Canadian SALES TAX and a ~$5 service fee to the GPS.
In return the GPS brokers the item through Canadian customs and sub-contracts delivery to the Canadian customer usually through Canada Post.
Keep in mind that the cost of shipping bears no relation to the value of the item being shipped. It is based on weight, dimensions, distance and shipping service (insurance? tracking?speed?).

The maximum value a Canadian can import is $20CDN (~$15USD). After that there may be duty (many things are exempt from duty) and there will be sales tax (few things are exempt from sales tax). And there will be that ~$5USD (~$6.50CDN) service fee.

It's too late to do anything about that purchase now but you can avoid buying from GSP sellers in the future. Here's how:
Firstly, don't use a mobile device (such as a smart phone) to buy on eBay. Some important pieces of information are difficult to see on the mobile version of the site. So always use a laptop or a desktop computer when you want to buy and not simply browse.
Secondly, look at the "View" setting in the upper right-hand corner of your screen. Make sure it is set to "List View". If it isn't, change it.
With List View, any item that has the GSP tacked on will be identified by a blurb that reads "Customs Services and International Tracking Provided". Just keep going without clicking on those links and you will avoid buying another GSP item by mistake.
In the screenshot below, the second item is a GSP item while the first one isn't.

None of any of that makes any difference.
You knew what all of the charges were going to be and you even asked the seller for a reduction and he said no. You had every opportunity to not buy from him yet you went ahead and purchased anyway.
So far, the seller has done absolutely nothing to warrant a negative feedback. You agreed to pay a specific price and have the item delivered as specified in the listing. Where on earth do you get the idea or come to the conclusion that you can hand out negative feedback to the seller for any of this?
In future, if you don't like the charges then don't buy from someone but you can't very well buy from them after agreeing to all the terms and prices and then complain after the fact!

Don't blame the seller, contact eBay and complain to them. They need to re vamp. Maybe they will credit you as well.

It's not the sellers fault, many do not even know they are using the GSP. I have shared my experience before on this and the GSP is a complete joke.
And sellers here wonder why their items are not selling. Look at how many disgruntled buyers come on these boards wondering why they got "the shaft by ebay". Those buyers go away.
Original poster bought a hockey card, i knowingly bought a comic book under the GSP. It was a rare book and good price and being
a veteran ebayer i knew all the costs beforehand even if most of the money went to Pitney Bowes and not the seller.
Bottom line, when buyers feel they are getting abused they go elsewhere. Better wake up soon ebay.

What non-postal delivery system transports letters and documents internationally for less than what the postal system charges for letterpost?
No question the Global Shipping Program is a pricey shipping method when used for lightweight items, but I don't think you're going to find many alternatives to letterpost that are cheaper.
If letterpost weren't an option for 1.5 ounce items, for example, you'd be looking at at least US$22 to send a postcard by mail from the US to Canada, for example.
