I sell from Canada but use both Ebay.ca and Ebay.com to list in order to double my free listings. Why did my listing for an Item I listed on Ebay.com that I thought I had listed for just the U.S. and Canada show up in Russia? I only wanted to list in North America because I cannot do calculated shipping on Ebay.com so I didn't want an over seas buyer bidding on a flat rate shipping item as it is much more expensive to send. I listed under Ship to Canada Services Expedited Int'l Shipping. Is the fact I put international automatically put this on a world wide listing even tho I specified Canada?

And now I receive a message from my Russian bidder, after she has already placed a bid before asking about shipping charges (which combined with cost of item would be $30.00) that she is only prepared to pay $20.00. Can I tell her I cannot sell to her if she cannot pay then cancel the listing? Or is there a better way to handle that. This buyer is new to Ebay and only has a 3 feedback score.

Cancel the bid and Block the bidder.
You don't have to explain yourself and you don't have to get into a discussion with her.
Then go to your Seller Preferences on eBaydotCOM and block all countries except Canada and the USA.
