Why is it ebay allows non payers to use this site i dont get it

Could be that they are unaware the bidder will

not pay when he signs up.

Same as sellers who fail to describe their products

correctly or fail to ship.

Sellers must file unpaid disputes so ebay can assign strikes against buyer's account and for fee recovery..

All sellers can set Buyer Requirements to block buyers with 2+ strikes and can add delinquent IDs to blocked bidder list..
