Why i can't BID or BIN from USA Seller?

Looks loke maybe the seller does not ship to Japan.

Does his listing state where he ships to.

Many sellers particularly in the USA do not ship internationally. While you may be able to use Contact Seller to ask if you could be allowed to bid, he is not required to do so.

This is a form of Seller Protection, actually.

If you do Contact the seller, you should mention that the Global Shipping Program may satisfy most of the concerns he has about shipping internationally. As a buyer you should know that the GSP charges upfront your country's duty and sales taxes, which may be more than you expect.

yes, i see, i have to do this, the seller is ok ship to my country, and he say he not blocked any country or buyer, but when i click bid or bin always same things happend ("We are sorry but the item you selected may not be purchased due to Seller shipping restrictions, country specific import/export or other relevant restrictions") and i think its ebay seller protection. now, i know the way, how? just ask seller for give a best offer option, but if the list item is auction is not work. thank you very much for your advice femmefan1946
