Very bad first impression I had from ebay seller, please notify this to seller if possible.
Sorry is not enough my money is stuck with seller.

On 08oct I opened the account of ebay and paypal unfortunately I ordered a IPHONE 3G item through seller as buy item and I paid through paypal from my credit card account, LATER after half an hour he sent me a message that this transaction has been cancelled due to seller wrong address on paypal I have all history of correspondence .
However he said he cancelled this transaction and refunded the money back to my paypal account , what I mean to ask when this refund will be reflected to my credit card ..

Hello 'manashad',

It should not take more than a few days for the refund to show up on your credit card statement.  You can call the 1-800 number on the back of the card to find out if it has been put back.  If you just bought that on the 8th of October, it may be too soon for the refund to be back on your card.  Try again in a couple days.

When a refund is issued, you get a notice in your regular email from 'service @ intl.paypal' that says "Your paypal payment has been refunded".  You get that the instant the seller refunds, even if it takes a few days to show up on your credit card.  Did you get that in your regular email?

If you click on it, it will tell you when who refunded, the time it was done, and for how much.  Right now, though, I'd say wait a couple more days before calling your card company.  As long as you have that 'refund' notice in your regular email, you should be okay.

Hi manashad.. Not a nice introduction to Ebay. Most transactions go smoothly.

 

I'm not sure what this casual seller is pulling. Has relisted the item at a slightly higher price.

 

If, as he said ,a wrong PayPal email address , your payment would be showing in your PP account as unclaimed rather than complete to seller. In that case you would have to select cancel and PP would return payment to your credit card.

 

Sellers cannot unilaterally cancel a transaction.  Must file with eBay and buyer is asked to accept.

 

Was your payment complete to seller in PP account. No recent activity or email from PP , seller has not refunded.

 

IF that is the case , contact seller and request an immediate refund. No response , go to the resolution center in your PP and open an item not received dispute. Escalate to a claim as soon as PP will allow.

 

IF it was a PayPal issue , seller could have asked you to cancel your unclaimed payment and set up a new Buy it Now at the purchased price.

 

You can leave appropriate feedback and DSRs, once resolved. Ebay allows 60 days to leave.

Don't take the seller word for it that he has refunded you.

 

If you don't receive your refund within 24 hours open a dispute.

Your seller was definitely in violation of eBay policy when he refunded you Jin that manner. The fact that he re-listed the item at a higher price seems to support the theory that the real reason he refunded you was that he thought the price too low and wanted to get more for the phone. I agree with the others in stating that you should open the item not received dispute if the funds are not promptly refunded.
