Because your eBay and Paypal addresses are in Canada.
You may be able to contact the seller and arrange to have him open the auction to you, without having to accept other foreign bids.
Foreign bids do have repercussions for American sellers. They are charged a higher rate by Paypal for accepting payment. They may not be able to use Confirmation of Delivery on some USPS services. Foreign buyers get upset when they are charged import duties. And the seller has to take the parcel to the Post Office instead of having it picked up or dropping it into a mailbox, which can be more difficult than some imagine.*
Also Paypal's Seller Protection only works if the seller ships to a Paypal listed address. Is your Blaine WA address on your Paypal account?

You could message the seller and ask if they would be willing to take off the block that is not allowing you to bid. If you haven't done it already you can add the address to your ebay profile (not paypal). When you pay make sure you check off that shipping address so that it will be the address that is covered by seller protection.

Just so you know a Canadian cannot have a US address on their paypal account. I am a Canadian living in Canada, who has a US bank account in the US, has a US tax number and I cannot add my US address to paypal. I can add it to ebay but not to paypal. I have tried several times over the years.
