Bought something from the seller and he cancelled my order but no refund

I bought something on eBay and the seller cancelled my order because I requested it but now it’s saying “pending payment” and I still haven’t received my refund. The seller says contact PayPal to get the money back and I did but now PayPal is saying I need to ask the seller for a refund because he never gave it and also now the seller isn’t responding and I can’t open a dispute or anything because the order is labelled as cancelled. Can someone please help?

Just to confirm.....by pending payment it says the refund is pending? How  long has it been?  The refund will go back to your original payment source so if you paid with a credit card or from your bank account it may take a week or two to show up on your account.

You are also covered by Paypal and by the credit card you backed your PP payment with.

If the refund has not been made, and do check your cc statement, he might not have had enough in his PP account at that moment, and will have to refund you manually when he has enough.

Note also that the Pending Payment has not reached his PP account after clearance. If you back your PP account with a bank account, there is a delay while the payment clears, just like writing a cheque.

If he is incommunicado, going to PP would be best. Their Resolution Centre is at the top of your PP account page under Tools.

If the seller refunded you, but did not have enough money in their PP account, they might have used their bank account to do so. This is counted as an echeck: so be patient, it should arrive within a week.
