I bought an item about 2 weeks ago, it was due to be delivered yesterday at the latest but the seller never shipped and never answered my emails.
Why do I still not have an "I didn't recieve it" option the day after the latest expected delivery date?

Go to->Order Details
Go to->More Actions
You should be able to work from there .

Neither of those work, I suspect it may be because it hasn't even shipped yet.

Even if the item wasn't marked as shipped you should still see the option to open a claim. The estimated delivery date was July 5th?

Yes it was estimated by July 5th and I'm not seeing any options and even the link posted above just results in an error.
Edit: I was able to open a request by signing into ebay.com instead of ebay.ca.

That's really odd that you had to go to .com but I'm glad that you got it opened.
