Clarification required on Item not received

Hello everyone,

 

I need some clarifications about the item not received process.

 

I bought an item from Asia on February 2nd.  Still did not receive it almost 2 months later.  However, the latest delivery date is April 18...

 

Does this mean that I need to wait until April 19 before I can file a claim with eBay for item not received?  And, should I ask the seller for a refund before that date and pay them back when/if I receive the item?  Or they can simply tell me that the latest delivery date has not been meet yet?

 

Didn't have to file for that often and somewhat confused.

I'd ask the seller for a refund.

He might send money. Do NOT allow him to send a replacement. It won't arrive either.

 

You can start a Dispute through Paypal  for 180 days from payment. PP may want to wait until the April 18 date, and if you start a PP dispute, you end your ability to make an eBay dispute in future.

 

You can also go to the credit card that you use to back your PP account and ask about a chargeback.  But if you do neither eBay nor PP will allow you to dispute with them.

Overseas sellers who offer 'free' shipping are using the cheapest shipping they can find. This is usually also the slowest.
With overseas purchases, it is worthwhile to choose an Air Mail service and to pay for it.

Hi again,

 

I realize that I do not have the option to file for "Item not received" from my purchase list 60 days after the shipping date. So, how am I supposed to file a claim through eBay after 60 days when the latest estimated shipping date is more than 60 days after shipping?

 

Or do I absolutely need to file for a claim within 60 days of the shipping date?

 

Or should I forget eBay and file a claim through Paypal?

 

I find the process very confusing.

Okay.

The seller has shipped on Feb 2?

Did he give you a tracking number?

Does the tracking number show that anything has been shipped?

If not, go to eBay and open an Item Not Received dispute. The seller cannot prove delivery.

Shipping is not important. Delivery is what he must prove.

C'est pas l'expedition. C'est la livraison.

You have 30 days after Delivery* to open a dispute.

If eBay gave you a Last Estimated Date for Delivery that is April 29/30, and the seller gave a working tracking number that shows it is on its way, no, you cannot open an eBay Dispute until then.

BUT

No tracking? Open the Dispute now.

OR

Go to Paypal which allows you to open a Dispute at any time from February 2 until July 2.

 

There is no 60 days in disputes. That is the time you have to leave feedback after purchase. It is ineffective and irrelevant.

Ok, here is the situation.  

 

I ordered the item on February 2nd.  The item was marked as shipped on February 3rd with a tracking number.  The only thing that this number shows is "Shipping information received" and "tracking number provided".

 

The estimated delivery dates are March 1st - April 18.

 

When I look at my other items around the same date (which I received) and if I remember the situation I had in the past, here are the problems (unless I am missing something).

 

Even tough the last estimated delivery date shows as April 18, those estimated dates will disappear from my item purchase list 60 days after the order date.

 

Both the options "Return this Item" and "I didn't receive it" will disappear from my item purchase list 60 days after the order date.  Since the order date is February 2nd, on April 2nd or 3rd, both of those options will not be available anymore.  Like if eBay gives you 60 days after the order date to file a claim???

 

So, if I have 30 days after the latest estimated delivery date to file a claim for "Item not receive" (or open a dispute) through eBay, how should I do it since the option "Item not receive" is not there anymore 60 days after the order date.

 

I do not understand why eBay removes the estimated dates from the purchase history 60 days after the order date when the latest estimated delivery date is well beyond that and why they also remove the options to return the item or file for item not receive.  It's like if they give you 60 days from the order date to perform any of those actions.

 

Unless I am missing something and I have to file a claim through eBay from somewhere other then my purchase history list?

 

But I am positively sure that both the estimated delivery dates and options to file for item not receive will vanish from my purchase list, for that item, 60 days after the order date.

Ok because seller does not want me to open a dispute but wants me to wait until latest delivery date for refund if I  still did not receive it by that date.

 

Problem is that I will not be able to open a dispute with eBay  because I will not have the option at that date. eBay seems to remove the option to file for item not receive (or open a dispute, I wish they were consistent with their choice of words)  60 days after the order date.

An inr claim can’t be opened until after the last estimated delivery date so that would be April 19th.

I’m not aware of anywhere that they say you have 60 days after the order date to file a claim...it’s been 30 days after est. delivery date for a long time.  

I also hadn’t heard that they removed the delivery date from the purchase history after 60 days but if that’s the case, you might be able to open a case by going through the resolution Center link which is at the bottom of most pages.  If you paid through PayPal, you have  180 days from purchase to file a claim through them.

Is the above true..do they remove the estimated delivery date on purchase history 60 days after the purchase date?  If so, how can a claim be filed if the item doesn’t arrive after that time if it still within the 30 days after the last delivery date?

Hi @pjcdn2005! Good question. Some elements of purchases are archived after 60 days, but estimated delivery date isn't one of them (as far as I'm aware). 

 

In any case, @francoism999 , if you don't receive the item by the 19th of April  and the option to open an Item Not Received request isn't visible to you I recommend contacting CS directly by phone or social media (Twitter or Facebook) so they can work on opening one on your behalf.

Hi,

 

I took a picture of the item as of today from my purchase history list which shows the estimated delivery dates, my options to return the item and the "I didn't receive it" (open a dispute).  Will take same picture next week, 60 days after purchase date to see if the dates and options are still there.

 

However, you might be right about  the "Resolution Center".  Just tried it and I see that I have more available items to file a claim for then what the purchase list offers me.  That is very strange and confusing.  I am not sure though if the process will work entirely should I try it.

 

I'm not too sure what to do at this stage but if eBay does not offer me any way to file a claim after 60 days from purchase, I know I'll be able to do it through Paypal.

p.s.  You will notice that I left a positive feedback.  This is because I left a negative feedback to that seller by mistake.  The only option eBay offered me was to change the negative into a positive feedback.  In my opinion, I should have been allowed to simply remove the feedback that I left by mistake.

Hi Tyler,

 

If eBay gives me 30 days after the latest delivery date to file a claim for item not receive, I think that the option should be available from my purchase list for those items until that date has arise.  It's not very convenient to have to go through Twitter or CS by phone to open a case.  And I am pretty sure that the option will disappear after 60 days since when I try the resolution center link at the bottom, I have more items available for claim then what my purchase list offers me.

 

As far as the estimated delivery dates disappearing after 60 days from purchase date, I remember that this happened to me in the past.  It was very inconvenient.  SO now I take a screen shot before the 60 days occurs.  Not sure if this was fixed but  I will see next week if my estimated delivery dates will still show up after 60 days.

Sorry, my mistake. Since they changed the rules, it's been confusing a bit. Which is why - in the rare event I didn't receive an order - I always open a dispute on day 45 in PayPal (I know I have 180 days now, but if 45 days have passed, I will probably never see my item - if I do, I just repay the seller).

 

Waiting after the delivery date has passed on eBay is pretty stupid if you cannot leave feedback. EBay should give more time to leave feedback on transactions like this one. At least those with long delivery estimates.

I think @francoism999  is concerned that by the time the last estimated date for delivery has come, the listings will not longer be on eBay,which purges older transactions constantly.

 

Feedback has nothing to do with it.

Forget feedback. Almost no one reads it. The few who do, don't understand it. And eBay does not use FB as a measure of the  seller's performance.

 

Does the tracking number show that the item has been accepted and is on its way to Canada?

If not, try to open that eBay Dispute.

If you can't, open a Paypal Dispute.

The PP Resolution Centre is at the top of your PP account page under Tools.

Oh wow, I'm trying really hard not to feel insulted by that comment. I'm sorry, but many people read feedbacks, including myself. And as a buyer, it is really important for me to be able to leave accurate feedback. It doesn't matter if it's not a measure of the seller's performance anymore!

So here it is on April 4th, 61 days after the order date.  

 

Even if my latest estimated delivery date was April 18, my estimated delivery dates disappeared from my purchase history.  Good thing I wrote it down since it looks like if I can not open a dispute until after the last estimated date which is April 19.  I would have not known the date if I would have not taken a screen shot or kept the original email.

 

Even if I am supposed to have 30 days after the latest estimated delivery date (which should be around May 31st) to file for item not received, that option disappeared and we are April 4th.  One must know that they can still file a claim for item not received and that they now need to use the Resolution Center or Paypal to "open a dispute".  No wonder it is so confusing.  Now I must wait until April 18, tell the seller that I want a refund, give them a few days to do it and open a dispute if I do not receive it.  Because right now, I really doubt that I will  ever receive it. 

 

Not sure how long you have to return an item but that option is also not available anymore.

 

Even my note where I wrote "Item not Received.  Estimated March 1st - April 18" got deleted.  So I can not even rely on the note field if an item is not received within 60 days of purchase.

 

If you do not receive an item or need to return it after 60 days, the purchase list is completely useless imo.  So, imo,  either that page should be corrected to be consistent with eBay rules or you should not allow sellers more than 60 days for delivery before a refund can be claim.

 

And yes I used the "Tell us what you think" link but I am not expecting much from that.

Feedback does have uses , mostly the Feedback Left for Others and Responses to Feedback, which indicate. the personality of the member.

 

Feedback has no effect on the seller's account and is not useful when there is a problem with a transaction.

 

That francois left negative feedback was legitimate, if early,  and changing it will not affect any Dispute he may make later.
