The Seller has been paid for this item and I have not received it!
All I want is my money back!
I have contacted the Seller and they are adamant that it is not their problem!!
Will EBay please forward me the money I am owed?

ebay has procedures in place for you to file a claim for items-not-received
You are allowed 30 days from time of last estimated delivery date to open a claim.
Do mention when you open the claim that it is a GSP item. The Global Shipping Program is refunded differently than something shipped directly to you by the Seller.

Tried the resolution route with EBay but it keeps sending me back to the seller. The seller is adamant that they will not send a refund so my only hope is that EBay steps up and refunds my money.

What is it telling you?
If it is saying contact the Seller, then you have already done that and you go to the next step.
Which is to have ebay step in. There should be a button/link for that.

I've spent hours looking for looking for that "button link" with no success! All I end up doing is going around in circles until I'm again told to reply to the seller.

In addition to the eBay Resolution Centre** and the Money Back Guarantee, buyers are covered by Paypal's Buyer Protection policy for 180 days from payment.
There are two drawbacks to the PP system.
If both the eBay and PP disputes fail*, buyers are also covered by the chargeback provisions of the credit card used to back the PP account.
* and at that point it's worth considering that you may be wrong.
** You have 30 days from delivery or last estimated date for delivery to open an eBay dispute.

I can't be wrong because I didn't get the product and I haven't gotten my money back. The seller was contacted by Global in April that the product was damaged and discarded. I expected the seller to send me a replacement and then waited. When I looked at the tracking it said that i
my product was in transit so I waited patiently. During this time many things are taking much longer to ship so I had no idea the seller was not going to replace it or send me my money. the tracking still says it is in transit so if I didn't contact the seller to ask for an ETA I still woulden't know what was happening!

Mistake.
Never accept an offer of a replacement.
There is no reason to believe the replacement will be any better than the original or that it will ever arrive.
Certainly if it arrives and is no improvement, the Dispute has timed out and cannot be reopened.
Keep in mind that in addition to eBay, you are covered by Paypal's Buyer Protection for 180 days from payment and by the chargeback policy of the credi t card you use to back your PP account.

Originally, I gave the seller the benefit of the doubt and asked for a replacement. The seller made it quite clear that they would not send a replacement or a refund. I have since made it clear that I don't want a replacement and a full refund would be in order. The seller said it was not their problem and they were keeping my money. I would expect EBay to step up to the plate and send me my refund but they have not. I believe EBay should refund me, then sort out the problems associated with Global, the Seller and EBay. It shouldn't be up to the buyer to iron out what seems to be an internal misunderstanding between 3 separate enterprises.
I have spent $1000's of dollars over the years and, until now, have always been treated fairly and in a professional manner. I find it a little perplexing that EBay would lose a valued customer for just over $100. Thank you for your advice to contact PP. I have opened a case with them and am awaiting their reply.

It doesn't matter what you believe should be the system.
You can work with the system and get a refund or you can ignore it and go without.

I'm not sure what it is you're trying to say. Could you please clarify? The seller is working outside of the system. We pay for a product, wait for the product to arrive. If it doesn't arrive, for whatever the reason, we get a refund. A simple system to say the least. When a buyer does not receive the product and the seller refuses to send a refund then the seller is working outside of the system and is nothing more than a common thief. This is when EBay needs to step in and make things right.
