The Globe and Mail today has a story on both the Chinese use of the UPU parcel service loophole and duty free allowances.

What a joke!
It just means that a China seller that used to pay 40¢ to ship something to a CDN buyer will have to pay 80¢.

Small Parcels China to Canada (untracked, max 2kg)
Base rate 5CNY for 50g then 0.09CNY per additional gram
Canada Post starts from a base of 250g and jumps in 250g or 500g increments for Small Packet. Even if the prices were similar, the Chinese seller has the advantage of not overpaying for package weight.

I think that's a poor comparison.
Canadian eBayers sell very little to China, with the exception of antiques and collectibles.
Our prices for goods are too high. The shipping cost for the things they do want are irrelevant, just part of the cost of that 18th century jade bowl.
The comparison should be Vancouver to StJohns compared to China to Canada* because that is where we are competing.
*Or Canada to USA/China to USA since that is the larger market.
